Dr. Saines attended Medical School at Brussels University, Belgium. His training in General Surgery was completed in New York City, at Mount Sinai Hospital, New York infirmary Hospital and New York University Hospital. He then completed a Vascular Fellowship at the University of Southern California. Dr.Saines has been in private practice for over 20 years. He is a member of the International Society of Endovascular Specialists, and was Chairman of Surgery at Centinela Hospital for two years. He is also the inventor of three patents for medical devices.

Dr. Saines is one of the first specialist trained to use the Trivex System to treat varicose veins. In 2001, Dr.Saines became a Master Instructor for the Trivex System and currently traines other surgeons to perform the Trivex procedure.
